Your Idle Stabilizer Valve is located on the front of the engine. It is black, has a sticker on it that says Bosch, and looks like a small starter motor. It is bolted to the throttle body and maintains an even throttle by controlling the amount of vacuum.
If it gets dirty it can get "sticky". You can remove it and give it a good cleaning with throttle body cleaner (carborator cleaner). Avoid using brake cleaner (too harsh).
You might have a vacuum leak that the ISV can't compensate for. You may also have a broken wire, or disconnected plug going to the ISV.
Replacement with a known good used part or new from dealership is the last resort.
