Your Idle Stabilizer Valve is located on the front of the engine. It is black, has a sticker on it that says Bosch, and looks like a small starter motor. It is bolted to the throttle body and maintains an even throttle by controlling the amount of vacuum.
If it gets dirty it can get "sticky". You can remove it and give it a good cleaning with throttle body cleaner (carborator cleaner). Avoid using brake cleaner (too harsh).
You might have a vacuum leak that the ISV can't compensate for. You may also have a broken wire, or disconnected plug going to the ISV.
Replacement with a known good used part or new from dealership is the last resort.
Hope that helps, and let me know if you have any further questions.

Just some words for the wise, my codes were telling me the idle air control motor. The symtoms of my car were running like crap, no power, unstable idle. It turned out the my driver side ignition rotor blew up internaly, so u couldnt see if it was blown. Once i replaced it car ran great
