This is the "limp home mode" where the Transmission Control Unit (TCU) detects a problem, lights up all of the gear lights on the dash, and put the transmission in 3rd gear all of the time. You can use a jumper wire to 'blink' the trouble codes out of the computer; count the blinks, look at a chart, and you will know what the TCU thinks the problem is.
